But few things highlight its flaws more than one recommendation by Aaron Smith, a professor of agricultural and resource economics at the University of California, Davis. In a recent report for the American Enterprise Institute, Smith suggested: “Don't mandate things that don't exist.” That such advice is necessary shows you how half-baked the entire regulatory scheme is. The RFS was enacted in 2005 and revised in 2007 to encourage use of alternative fuels, in large part to reduce greenhouse gas emissions.Read more on NewsOK.com
