Lusnia, an Oklahoma City native who's lived downtown for about a year, regularly walks the area accompanied by his dog, Rip, as part of his fitness routine. But going back to when he drove for Uber as early as 2014, he said he'd noticed at times that many areas in downtown and Midtown were not all that well lit, and in some cases, weren't lit at all.
