Justin Mefford was charged Monday in Oklahoma County District Court with one count of second-degree rape and one count of forcible oral sodomy. Prosecutors allege Mefford assaulted the boy on June 29 at a facility in northeast Oklahoma City that contracts with the Oklahoma Office of Juvenile Affairs, according to court affidavit.   Mefford approached the boy in the dining room and asked him to have sex, police reported in the affidavit.
